In February of this year, the President signed into law the American Recovery and Reinvestment Act of 2009 (H.R. 1), also known as the stimulus bill, allocating $787 billion to create jobs and to stimulate the economy. Today, according to the State of California’s Employment Development Department, San Diego County is facing the highest unemployment rate in recent history: 10.2 percent, more than three hundred thousand people. Statewide, more than four million of our fellow Californians are out of work as unemployment in the Golden State has risen to 12.2 percent, and this number is projected to increase.

Washington D.C.--Congressman Bilbray celebrated a legislative victory as the United States House of Representatives voted to help fund the San Diego Center for Algae Biotechnology in developing gasoline, diesel and jet fuel from algae. In a 308-114 vote, the House passed the Energy and Water Development and Appropriations Act which included $750,000 for the San Diego based project run by a consortium of UC San Diego, San Diego State University and the Scripps Research Institute.

Washington D.C.--The United States House of Representatives passed a bi-partisan measure led by North County Congressman Brian Bilbray (R-CA) and Congressman Adam Schiff (D-WA) that will expand production of domestic fuel-efficient vehicles. The amendment, included in the Energy and Water Development Appropriations Act (H.R. 3183) which passed by a vote of 308-114 yesterday, expands the type of cars that would be eligible for the Department of Energy’s (DOE) Advanced Technology Vehicles Manufacturing Incentive Program so that new companies and designs can compete on an even playing field with more traditional automakers.

Washington D.C.--Congressman Brian Bilbray (CA-50) was able to bring assistance to two coastal protection projects in San Diego: the Coastal Data Information Program (CDIP) and the Southern California Beach Process Study (SCBPS). The CDIP program provides sea state and surf warnings for the protection of life and property along the U.S. West Coast, Georgia, the Hawaiian Islands and Guam, while the SCBPS monitors beach elevation along the Southern California coastline. Program support—in the sum of $897,000—was included in the Energy and Water Development Appropriations Act, H.R. 3183, which passed the House 308-114 yesterday.
