Nevada Senator Harry Reid toured the construction site of the new USO Lounge at McCarran International Airport and joined in celebrating the "ground breaking," where military members knocked down a wall to make way for the construction of the lounge. Reid was joined by: Nevada Congresswoman Dina Titus; Congresswoman Shelly Berkley; Chairman of the USO Celebrity Circle, Wayne Newton; and, Air Force Colonel Kevin Fox of Nellis Air Force Base. Reid has worked with the USO for more than five years to bring the transit lounge to Las Vegas. "In 2009, 250000 servicemen and women traveled through McCarran Airport from one duty station to another. Prior to the construction of this USO Center, many military members and their families were without a suitable place to rest in between flights," said Reid. "Having this lounge at McCarran will ensure our nation's most honored members no longer have to sleep on terminal benches and chairs. Building this center is the least we can do to repay them for all that they do to protect our freedom."

Nevada Senator Reid hosted the 2010 Lake Tahoe Summit and was joined by Senators John Ensign of Nevada and Dianne Feinstein of California. Reid hosted the first Tahoe Summit in 1997 in response to declining clarity of the water and the environmental conditions of the Lake Tahoe Basin. The theme of this year's summit, Clarity for the Future: Protecting and Promoting the Wonder of Lake Tahoe, seeks to build on the environmental progress of the past decade and promote the economic sustainability of Lake Tahoe for the future. Reid is also the author and sponsor of the Lake Tahoe Restoration Act that authorizes $415 million for eight years and provides for fuels reduction, Environmental Improvement Program projects, storm water management and watershed restoration.

Los Angeles Roundtable on Job Creation, Transportation Reform and the 30/10 Initiative
August 23, 2010
(Remarks as Prepared for Delivery)

I want to start by thanking Mayor Villaraigosa for convening this meeting, and for welcoming us to his offices for today's roundtable on Job Creation, Transportation Reform and the 30/10 Initiative. I also want to thank the Mayor for his dedication and his leadership on these critical issues.

We have come together here today because we all know that a 21st century transportation system is essential to creating jobs and ensuring future economic prosperity. We must make sure that our existing infrastructure is sound, and plan for future investments that maximize economic development, reduce our dangerous dependence on foreign oil, clean up our air, and strengthen our global competitiveness.

There is a growing consensus that smart investments in transportation are an important part of the solution to the serious economic challenges we are facing.

And that's why we have such a broad coalition joining us here today - business, labor, government, environmental organizations -- who understand that in these difficult economic times, it is more important than ever to look for tools that can stretch the resources we have. We must get the maximum benefit from every transportation dollar while we invest in our future.

Right here in Southern California, the residents of Los Angeles County are providing new thinking and leadership when it comes to building the kind of city we all want to see for everyone in LA. What is happening here is also providing a model for similar approaches across the country.

In November of 2008, Los Angeles County approved a ½ cent sales tax for transportation, known as Measure R. It was a statement that the people of this region are willing to help pay for a transportation system that they need now.

This measure will provide up to an estimated $40 billion over the next 30 years, including approximately $13 billion for transit projects throughout the county.

The 30/10 Initiative would speed up delivery of the transit projects expected to be funded with Measure R so they can be funded over 10 rather than 30 years, hence the name "30/10 initiative."

It will accelerate projects, add thousands of jobs and improve LA's transit system. It will also ease congestion and reduce dangerous pollution, leading to healthier families across the region.

As Chairman of the Environment and Public Works Committee in the Senate, one of my goals for today's meeting is to hear from you about the ways the federal government can reform our transportation laws to help Los Angeles implement the 30/10 vision - and help other cities and communities across California and the nation who make similar commitments to investments in transportation infrastructure.

Earlier this year, I asked U.S. Transportation Secretary Ray LaHood for his support, and he responded immediately. He confirmed his commitment to the 30/10 initiative and agreed to work together on expanding this model in the upcoming transportation bill. You could not ask for a better partner when it comes to forward-thinking transportation issues.

As we develop the next comprehensive surface transportation law, we have the opportunity to make changes in current programs to leverage resources to create more jobs, and build the transit systems, roads, and other facilities our communities need faster.

For example, we have been looking at potential changes to part of the existing transportation law called the Transportation Infrastructure Finance and Innovation Act -- also known as TIFIA.

TIFIA helps communities leverage their transportation resources through credit assistance and other programs. According to the Federal Highway Administration (FHWA), every dollar made available through TIFIA can mobilize up to $30 in non-federal investment. That's the kind of tool we need more of. TIFIA has been a successful program, but improvements are needed if it is going to achieve the kind of transformative results we all want to see moving forward.

Right now, TIFIA program funding is authorized at only $122 million per year, which translates into about $1 billion in credit assistance. But in Fiscal Year 2010 alone, the FHWA received 39 Letters of Interest seeking over $12.5 billion in credit assistance. These dollars so effectively mobilize investments that it makes sense to consider allocating additional resources for this program. At the same time, we need to ensure that these additional investments achieve the broad range of benefits we are looking for.

I look forward to your perspectives on the best ways we can reform our national transportation policy so we can best serve the needs of local communities across the country.

So, your ideas, your advice, and your engagement are vital ingredients as we move ahead.

Mr. Mayor, the panel of experts and stakeholders you have assembled today is truly impressive, and I am looking forward to a productive discussion today.

“The only way proponents of this bill were able to argue they were saving money was to cut Medicare by nearly a half-trillion dollars, raise taxes and fail to address the compensation issue for doctors,” Crapo said. “I wrote the non-partisan Congressional Budget Office to try and answer the question about deficit reduction. The CBO’s review shows that the claims for deficit reduction are false.”

Crapo said many in Congress expect physicians to drop Medicare patients if they continue to face massive payment cuts. Seniors on Medicare will react negatively once they learn that the Medicare cuts in the bill will likely result in fewer providers in the program and decreased access to care. When you add these factors together, he said, Congress will likely prevent the Medicare cuts and physician payment cuts from occurring, further exacerbating the deficit reduction issue.

A report issued this month by Medicare’s own trustees backs Crapo’s assertions. Rick Foster, the Chief Actuary of the Centers for Medicare and Medicaid Services (CMS), said the Medicare cuts mandated in the new health care law are unrealistic, would threaten access for seniors and likely result in higher federal spending than what had been projected. His report said the savings provisions in the law were unsustainable and likely to be overridden by Congress.

Crapo stressed that his letter did not, as critics have claimed, ask for the costs of a “full repeal” of the health care bill. He wrote the letter to show the effects on the national debt, should Congress act to prevent the scheduled cuts from taking effect. He said the findings of the CBO and the Medicare trustees make clear that there are huge problems ahead for the health care legislation.

 Las Vegas, NV – Nevada Senator Harry Reid today announced that Nevada will receive $83.1 million to protect and support the jobs of teachers, administrators and support professionals through the Education Jobs Fund.  Reid led the Senate in passing the Jobs Fund to protect 1,400 education jobs in Nevada and thousands more around the country.  Nevada was one of the first states in the nation to submit their application for these funds.

 Reno, NV—Nevada Senator Harry Reid today announced $95,000 to help update the airport layout plan for the Tonopah Airport. This airport is a general aviation airport and is important to Nye County for private air transport and cargo. This funding will help the airport address what kind of development challenged the facility will face in the future and update the layout plan, which has not been updated in more than 10 years.

“I am glad the FAA has recognized the need to plan for growth at the Tonopah Airport. One of the most important resources for a rural area like Tonopah is its general aviation airport,” said Reid. “This airport allows easier access to Tonopah and surrounding parts of Nye County, the third largest county in the nation. This funding will allow the airport to safely meet the needs of pilots and travelers in Tonopah for decades to come.”

The program will enable soldiers to seek confidential treatment for alcohol-related issues without fear of stigma or harm to their careers.

Senators Udall and Bennet requested last year that Fort Carson be added to the pilot program, which is already operating at other bases, in response to alarming findings in recent Army studies regarding risk behaviors by soldiers.

'Fort Carson's soldiers and their families continue to make extraordinary sacrifices for the nation and for each other, and we need to provide more lines of support when they return from battle,' Senator Udall said. 'I'm concerned that our troops are responding to stress by self-medicating and through the abuse of drugs and alcohol. We need to break down the barriers to seeking treatment, and this pilot program is one small step in the right direction.'

A recent Army-wide study of soldier suicides found that Army suicides are often linked to alcohol abuse and that the CATEP program helps soldiers 'return to readiness, while enhancing the Army's anti-stigma objectives.'

The report and Army leaders have said that some soldiers do not seek treatment because they fear ridicule by their peers or supervisors or other consequences. The CATEP would waive a requirement that soldiers have to notify their commanders if they refer themselves for treatment.

The pilot program is already being conducted at Schofield Barracks, Fort Richardson, and Fort Lewis.

Recovery Act funds new senior living facility, creates jobs

August 26, 2010

Las Vegas, NV—Nevada Senator Harry Reid today cut the ribbon at the grand opening celebration of the Lake View Senior Living Community in Boulder City. This project was funded by the Recovery Act through the U.S. Department of Agriculture loan guarantee programs.  The new facility has 66 units and has created jobs for 35 people.  Reid was joined by the Deputy Secretary of Agriculture Kathleen Merrigan as they toured the new building with its developers.

 “This new facility benefits Nevada seniors by providing a clean, safe living community, and benefits Nevada's economy by putting 35 Nevadans back to work,” Reid said.  "In Nevada, the Recovery Act has created or saved nearly 30,000 jobs – and as more projects like this get underway, it will put even more Nevadans back to work.  This facility is a perfect example of what happens when we invest in projects that are designed to create jobs and get our state's economy back on track.”

Crapo joined Senators John Kerry (D-Massachusetts), Olympia Snowe (R-Maine) and Ron Wyden (D-Oregon) to introduce legislation that would cut in half the federal excise taxes for smaller breweries, saving money the small businesses can put back into the hiring of new workers and purchase of agricultural products like hops and barley used in the production of their products.

Crapo noted the larger number of bipartisan co-sponsors will make it easier to move the legislation. What started out as a bill with four original sponsors now has 24 co-sponsors and an improved chance for consideration and passage in the Senate.

Crapo will visit the Portneuf Valley Brewing Company in Pocatello on Saturday to discuss the legislation. He was invited to tour the brewery and discuss the tax proposal by owner Penny Pink. Crapo will also discuss the legislation with Idaho Grain Producers Association President and barley farmer Scott Brown of Soda Springs and Dan Kopman, representing the Brewers Association, based in Boulder Colorado. All four will tour the brewery and meet with local media to discuss the tax relief and job-creating legislation, S. 3339.

“In the past year I have invested tens of thousands of dollars into expanding my brewing capacity at Portneuf Valley Brewing,” said brewery owner Penny Pink. “The proposed Excise Tax Reduction bill will definitely help my business, as well as more than 1500 other small craft brewers in the United States, by allowing us to reinvest the $3.50 per barrel excise tax reduction back into our businesses to improve our operations by adding to or improving our existing brewing equipment and hiring new employees to run that equipment. Reinvestment of the tax savings by America's craft brewers will generate jobs and ultimately additional tax revenues at many levels.”

“The Idaho Grain Producers Association is thankful for Sen. Crapo’s leadership in bringing farmers, brewers, and consumers together under one roof to pass this legislation”, said Brown. “Idaho’s barley growers are proud of what they do, and they realize the value of the entire industry chain.”

 Las Vegas, NV – Nevada Senator Harry Reid today gave the keynote address at the United States Air Force Forum on Clean Energy. Reid was joined at the forum by the Undersecretary of the Air Force Erin Conaton.  The Air Force's forum brought together leaders from the Department of Defense, the energy industry, as well as state and federal officials to discuss the military’s role in making Nevada the leader in clean energy, and improving America's security through energy independence. Reid’s prepared remarks are included below.

 “Thank you, Under Secretary Conaton.  And I appreciate Secretary Donley’s leadership in arranging this important forum on behalf of the Air Force and the Department of Defense. As many of you know, I believe this is a discussion that is long overdue and one that is more urgent than ever given our country’s significant energy challenges.  

“The kind of energy we use, how much of it we use and the sources we use to get it are as central to our national security as any other issue.  It’s about making sure you can do your jobs to protect us, and it’s about making sure we build a foundation for the jobs of the future – the jobs that will help our economy recover.

“I’m also glad – but not surprised – that the Secretary chose Las Vegas for this event.  There isn’t a better place to have this conversation than right here in Nevada. This state has some of the nation’s richest solar and geothermal energy resources – enough to power the nation several times over.   

“Nevada, of course, is home to the crown jewel of the Air Force’s training and flight-testing mission: Nellis Air Force Base.  Just a few miles from here, more than 31,000 personnel and dependents live and work.  They carry out incredible and incredibly important missions.  We are also home to Creech Air Force base, the Fallon Naval Air Station, Hawthorne Army Depot, and more than 3,000 soldiers and Airmen in the Nevada National Guard.

“The men and women who serve at these bases are doing an outstanding job defending our country.  I have worked hard as the Senate Majority Leader to give them the resources and support they need to perform their service, and do so as safely and successfully as possible.

“I have also long recognized that our military has a tremendous opportunity and responsibility to play a leading role in making the United States a clean energy leader.  The military is not only a top innovator and consumer of new technologies, but it also the single largest consumer of energy in the United States.  

“As you probably know, the Defense Department buys more oil than anyone else in the world.  DOD is responsible for about 80 percent of the government’s total energy consumption.  We’re talking more than a hundred million barrels of oil every year and billions of kilowatt-hours of electricity.  The Department’s energy bill easily tops $10 billion every year.  These are some of the costs of using last century’s energy resources.  

“The President and Secretary Gates are as determined as I am to turn that around.  Congress set aside significant funding in the Recovery Act and provided detailed direction in the Energy Independence and Security Act of 2007 to move us in the right direction.

“Not surprisingly, you’re holding up your end of the bargain.  You’re following through on your commitment to use energy more efficiently, to use cleaner alternatives and to integrate clean-energy technologies in your operations at facilities and in the field.

“The Air Force is ahead of the curve.  You were flying B-52s with hybrid fuels four years ago.  We need you to keep leading like that.  We need you to keep setting a good example for the nation on how to use energy.

“Last year, the President and I visited the 14-megawatt solar photovoltaic plant at Nellis.  That facility is one of Nevada’s first three utility-scale solar plants, and the largest of its kind in North America.  It is a tremendous example of the Air Force leading the way.  The Fallon Naval Air Station in Nevada isn’t far behind – it is exploring its geothermal resources and will hopefully have a new power plant soon.  

“This is a really good start, but there is a whole lot more we can and should do to address our critical energy challenges.  We still have to more aggressively deploy clean, renewable energy at DOD facilities here at home and in forward operating areas around the world.

“As many of you know, fixed defense installations in the United States are 99-percent dependent on the commercial power grid and other critical national energy infrastructure.  But that infrastructure is often fragile.  That poses serious risks to critical missions and assets – risks we can’t afford.  On-base or near-base renewable energy generation and storage can significantly reduce those risks and help bring down long-term costs.      

“Today’s conference is an important step forward toward addressing those challenges.  It’s equally important that we use this opportunity to create jobs and reduce civilian energy costs and pollution.

“Deploying renewable energy projects near military bases, especially Air Force bases, has been challenging for some time.  I have thought for many years that we could benefit from a more collaborative and transparent process to ensure that these projects and economic development would happen without interfering with the Pentagon’s mission.

“It’s important that we get this right.  As our nation uses more and more renewable energy, much of that investment will take place in the wide open spaces of the West, places like Nevada, places where the military has some of its most important assets.

“Last month, Energy Secretary Chu and Interior Secretary Salazar joined me here to announce the Solar Demonstration Zone at what used to be called the Nevada Test Site – now the Nevada National Security Site.  I hope the Air Force and other Defense agencies will work with the Energy Department on this site to better understand clean energy technologies, and to improve military systems and renewable energy projects compatibility.  

“Working together to solve our energy problems now will make us more secure and better prepared in the future.  But the longer we wait, the more dependent we are on oil – especially foreign oil – and the more pollution we spew into the air, the less safe we are.  

“That makes it important for all of us – renewable energy developers, electric utilities, manufacturers, federal agencies and the U.S. military – to do everything we can to make today the first day of the new clean energy economy.  

“The Air Force is one of the reasons that day will come soon.  You used to ask recruits to “Cross into the Blue.”  Now your nation needs you to help us cross into the green.  Our national security and economic security are both at stake.

“I look forward to working with you so our energy leadership can match our military leadership, and make it – like you – the best in the world.”

Senator Feinstein Urges Governor Schwarzenegger to sign Toxin-Free Infants and Toddlers Act


-Bill would protect babies and toddlers from potentially harmful effects of Bisphenol A-


Washington, DC – U.S. Senator Dianne Feinstein (D-Calif.) today urged Governor Schwarzenegger to sign the Toxin-Free Infants and Toddlers Act to protect babies and toddlers from the potentially harmful health effects of Bisphenol A (BPA).

The legislation is expected to come to the governor’s desk in the coming weeks.

BPA is a known endocrine disruptor and is used to make polycarbonate and epoxy resins. It is found in a wide variety of consumer products, including water bottles and baby bottles and it is also used to line the inside of metal food and beverage containers.

Research shows that when in the human body, BPA acts like an estrogen. It also has been linked to a variety of serious health effects, including cancer, diabetes, early onset puberty, hyperactivity, lowered sperm count and miscarriage. Infants and toddlers are especially vulnerable to this chemical.

The bill would ban the use of BPA in children’s food and beverage containers in California. Eight other states have already signed into law legislation that bans the use of BPA in certain children’s products: Connecticut, Maryland, Massachusetts, Minnesota, New York, Vermont, Washington and Wisconsin.

Following is the text of Senator Feinstein’s letter to Gov. Schwarzenegger:

Dear Governor Schwarzenegger:

I am writing about an important bill that is needed to protect the health of California’s children.  The Toxin-Free Infants and Toddlers Act (SB-797) would protect babies and toddlers from the potentially harmful health effects of bisphenol A (BPA).  I expect this bill will be coming to your desk in the upcoming weeks, and I hope that you will sign it.

As you may know, BPA is a chemical widely used in the production of certain plastics and has been linked to negative health problems, including brain and behavioral disorders, cancer, diabetes, heart disease and obesity.  Babies and children are particularly at risk to the harmful health effects of BPA because of their developing bodies and their smaller size.

This bill would ban the use of BPA in children’s food and beverage containers in California, and is a practical and reasonable way to protect California’s kids.  Eight other states have already signed into law legislation that bans the use of BPA in certain children’s products: Connecticut, Maryland, Massachusetts, Minnesota, New York, Vermont, Washington, and Wisconsin.

Major manufacturers are already phasing out BPA from children’s bottles and cups, and developing alternative packaging for baby food and infant formula.  At least four major baby food and formula manufacturers – Nestle, Similac, Enfamil, and Gerber – already offer BPA-free alternatives.  At least twelve manufacturers – Avent, BornFree, Disney First Years, Eden Foods, Evenflow, Gerber, Handi-Craft Company, Munchkin, Playtex, The First Years, Think Baby and Tupperware Brands – either offer some BPA-free alternative or have banned its use altogether.  Even major retailers – such as CVS, Kmart, Wal-Mart, Toys “R” Us, Sears and Safeway – sell only BPA-free baby bottles and cups.

The startling results of a study published in Pediatrics on August 9 reinforces my concern about the continued use of BPA in products targeted towards children and babies.  This study found that girls today are more likely to start puberty by age 7 or 8.  It is difficult to determine the exact causes of early puberty, but the researchers said they suspect environmental chemicals are playing a role and are studying further how endocrine disruptors, such as BPA, influence the onset of puberty. 
            
More research is necessary to determine the harm that BPA poses to human health, but until we know more, we need to err on the side of caution and remove this potentially harmful substance from our products.  It is critical we act now to protect the most vulnerable, our infants and toddlers, from this harmful chemical.

Los Angeles Roundtable on Job Creation, Transportation Reform and the 30/10 Initiative
August 23, 2010
(Remarks as Prepared for Delivery)

I want to start by thanking Mayor Villaraigosa for convening this meeting, and for welcoming us to his offices for today's roundtable on Job Creation, Transportation Reform and the 30/10 Initiative. I also want to thank the Mayor for his dedication and his leadership on these critical issues.

We have come together here today because we all know that a 21st century transportation system is essential to creating jobs and ensuring future economic prosperity. We must make sure that our existing infrastructure is sound, and plan for future investments that maximize economic development, reduce our dangerous dependence on foreign oil, clean up our air, and strengthen our global competitiveness.

There is a growing consensus that smart investments in transportation are an important part of the solution to the serious economic challenges we are facing.

And that's why we have such a broad coalition joining us here today - business, labor, government, environmental organizations -- who understand that in these difficult economic times, it is more important than ever to look for tools that can stretch the resources we have. We must get the maximum benefit from every transportation dollar while we invest in our future.

Right here in Southern California, the residents of Los Angeles County are providing new thinking and leadership when it comes to building the kind of city we all want to see for everyone in LA. What is happening here is also providing a model for similar approaches across the country.

In November of 2008, Los Angeles County approved a ½ cent sales tax for transportation, known as Measure R. It was a statement that the people of this region are willing to help pay for a transportation system that they need now.

This measure will provide up to an estimated $40 billion over the next 30 years, including approximately $13 billion for transit projects throughout the county.

The 30/10 Initiative would speed up delivery of the transit projects expected to be funded with Measure R so they can be funded over 10 rather than 30 years, hence the name "30/10 initiative."

It will accelerate projects, add thousands of jobs and improve LA's transit system. It will also ease congestion and reduce dangerous pollution, leading to healthier families across the region.

As Chairman of the Environment and Public Works Committee in the Senate, one of my goals for today's meeting is to hear from you about the ways the federal government can reform our transportation laws to help Los Angeles implement the 30/10 vision - and help other cities and communities across California and the nation who make similar commitments to investments in transportation infrastructure.

Earlier this year, I asked U.S. Transportation Secretary Ray LaHood for his support, and he responded immediately. He confirmed his commitment to the 30/10 initiative and agreed to work together on expanding this model in the upcoming transportation bill. You could not ask for a better partner when it comes to forward-thinking transportation issues.

As we develop the next comprehensive surface transportation law, we have the opportunity to make changes in current programs to leverage resources to create more jobs, and build the transit systems, roads, and other facilities our communities need faster.

For example, we have been looking at potential changes to part of the existing transportation law called the Transportation Infrastructure Finance and Innovation Act -- also known as TIFIA.

TIFIA helps communities leverage their transportation resources through credit assistance and other programs. According to the Federal Highway Administration (FHWA), every dollar made available through TIFIA can mobilize up to $30 in non-federal investment. That's the kind of tool we need more of. TIFIA has been a successful program, but improvements are needed if it is going to achieve the kind of transformative results we all want to see moving forward.

Right now, TIFIA program funding is authorized at only $122 million per year, which translates into about $1 billion in credit assistance. But in Fiscal Year 2010 alone, the FHWA received 39 Letters of Interest seeking over $12.5 billion in credit assistance. These dollars so effectively mobilize investments that it makes sense to consider allocating additional resources for this program. At the same time, we need to ensure that these additional investments achieve the broad range of benefits we are looking for.

I look forward to your perspectives on the best ways we can reform our national transportation policy so we can best serve the needs of local communities across the country.

So, your ideas, your advice, and your engagement are vital ingredients as we move ahead.

Mr. Mayor, the panel of experts and stakeholders you have assembled today is truly impressive, and I am looking forward to a productive discussion today.

Dear Secretary Salazar:

We write to once again express our appreciation for the Department of the Interior’s decision to delist the gray wolf under the Endangered Species Act (ESA) in Idaho. As you know, the good work of state and federal wildlife managers, scientists and local communities made it possible for wolves to not only be recovered, but to achieve healthy populations in the northern Rockies. These levels of success were at one time considered unattainable, but our state, through close work with the U.S. Fish and Wildlife Service (FWS), showed otherwise.

We are deeply concerned, however, with a recent decision in the United States District Court for the District of Montana, to relist the wolf under the ESA for procedural reasons. This ruling entirely ignores the successful recovery of the gray wolf in Idaho, as well as our state’s strong wolf management plan, which, as you know, has been approved by the FWS and has demonstrated Idaho’s role as a responsible and effective manager of gray wolf populations within our boundaries. This was a most unfortunate decision, which will provide no certainty for states and will undermine state and local confidence in collaborative species recovery efforts.

It is vital that Idaho be permitted to manage its wildlife populations. As such, we request that the Department of the Interior vigorously appeal the District Court’s decision to the U.S. Circuit Court of Appeals for the 9th Circuit. It is imperative that the Department of the Interior put forth any and all necessary resources in order to successfully appeal and overturn the District Court’s decision.

Again, we thank you for the good efforts that you and your employees have put forth over the last several years to help find a way forward on this difficult issue. We look forward to our continued work together.

 Las Vegas, NV—Nevada Senator Harry Reid today joined with the National Nuclear Security Administration, Nevada Congresswomen Shelley Berkley and Dina Titus, and other federal officials to announce the renaming and new expanded mission of the Nevada Test Site. The Site has been renamed to the Nevada National Security Site (N2S2) to reflect the diversity of activities associated with detecting weapons, weapons nonproliferation, arms control agreement compliance, and expanded training activities that the site will be used for. Reid has supported efforts to modernize N2S2’s mission as well as the jobs of 3,000 men and women who work at the site as highly skilled engineers and scientists.  Reid’s prepared remarks are included below.

“As we establish a new name and a new mission today, we’re inaugurating a new way to keep Nevada and our nation safe.

“For a long time our state has played an enormous role in keeping weapons out of the hands of those who want to do us harm.  We are a key piece of the nonproliferation puzzle, and a key player in the efforts to respond rapidly to national emergencies.

“N2S2 will also be a key part of our economic recovery.  This site and these changes aren’t only about national security.  They’re also about economic security, and job security.  N2S2 will protect Nevadans, and it will help put them back to work.

“This site was once a critical battlefield of the Cold War.  For decades it served as our nuclear proving ground.  To many Nevadans, the Nevada Test Site was a secretive place in the middle of the desert, the mysterious grounds where the world’s most dangerous weapons were tested.

“It served a vital mission, but that mission is over.  After the Berlin Wall fell and the nuclear tests slowed, so did jobs and funding.

“We’re going to turn those trends around.  Our country is at a turning point.  Our nuclear and national security efforts need to rise to our new challenges, and Nevada is once again going to take the lead. This site will now be the center of our fight against terrorism and nuclear smuggling.  It will be on the front lines of our intelligence, arms control and nonproliferation efforts.  It will even help us reverse the dangers of the climate crisis and help protect our precious environment.

“The Nevada National Security Site is the perfect laboratory to achieve these goals.  It is large, remote and uniquely secure – and it’s close enough to Las Vegas and towns in Nye County to attract a highly qualified workforce.  So many Nevadans are eager to get back to work as soon as they can find a good job, and many of those good jobs are going to be right here.

“Changing this site’s name doesn’t just mean a new logo, and its new mission isn’t just words on a piece of paper.  We’re going to back them up with real investments.

“I’m proud to announce that we’re well positioned to invest $40 million in this new mission next year.  Administrator D’Agostino’s roadmap will guide the new work here at N2S2, and I will continue working hard to expand opportunities for the site, for all of you and for the many more Nevadans who will soon work here.

“A strong nation means a strong Nevada, and a strong Nevada means a strong nation.  More than anywhere else, those truths are proven day in and day out right here at the Nevada National Security Site.

‘There are a lot of changes happening around here, but I know one thing won’t change a bit:  That’s your commitment to working hard here every day to serve your country and keep it safe.”

“Chamber studies show how critical trade is; there are more than a hundred market-opening trade agreements under negotiation around the world and the United States is at the table in only one of these,” Crapo said. “At the same time, our nation faces higher tariffs against our goods than nearly all of our trade competitors. Trade is a critical issue to create and maintain jobs.”

The roundtable is entitled “Business Opportunities for Idaho: Growing through Exports and Trade,” and is scheduled from 8:00 to 11:00 a.m. at the Boise Metro Chamber of Commerce’s Basement Conference Room, 250 South 5th Street in Boise.

Among the headliners are Crapo, the Ranking Member of the Senate Finance Committee’s Subcommittee on International Trade, Customs and Global Competitiveness; Renee Radcliff Sinclair, Executive Director of the U.S. Chamber of Commerce; U.S. Chamber Director Liz Reilly; USDA Deputy Undersecretary for Farm and Foreign Agriculture Darci Vetter; U.S. Department of Commerce Export Assistance Center Director Amy Benson; U.S. Small Business Administration District Director Norm Proctor; and Boise Metro Chamber of Commerce Chairman David Terrell and President & CEO Bill Connors. More than one hundred Idaho business leaders are also expected to attend the event.

“The current focus is on the U.S. – Korea Free Trade Agreement, which could increase exports of U.S. goods to Korea by $11 billion and expand markets for two-thirds of our agricultural base,” Crapo said. “Just last month, Korea opened its market to Idaho potatoes again and Idaho beef exports have nearly doubled over last year.”

“Another study revealed that between 2004 and 2008, trade-dependent jobs in the U.S. increased by more than 22 percent, compared with just 7 percent for employment overall,” added Crapo, who has served as a delegate to several World Trade Organization meetings.

Recovery Act funding will improve computing connectivity and capacity

Las Vegas, NV-- Nevada Senator Harry Reid today announced $1.2 million in funding through the Economic Recovery Act to improve cyber network speeds, connectivity and capacity within the Nevada System of Higher Education.

“Strong connectivity is essential for our educational institutions to cooperate and stay competitive,” said Reid. “By improving connectivity we can link Nevada universities and K-12 schools and improve research and education.  Broadband access will also provide Nevadans with other important opportunities such as distance education, telemedicine instruction, and economic development.”

The award will also enable Nevada to make major improvements to NevadaNet, the high-speed telecommunications infrastructure that provides connectivity to remote areas, rural centers, small colleges and regional universities, Native American tribes and peoples, and persons with disabilities.

This project is funded by the National Science Foundation’s Experimental Program to Stimulate Competitive Research Infrastructure Improvement Program. Senator Reid supported an increase of this program’s funding during the FY 2010 appropriations process.

Project to create more than 1,000 jobs while making Nevada the nation's clean energy leader

 Las Vegas, NV – Nevada Senator Harry Reid today made the following statement on the news that NV Energy and LS Power have finalized their agreement to jointly construct and own a transmission line between northern and southern Nevada. Funding for the One Nevada Transmission Line is made available through a provision Sen. Reid inserted in the American Recovery and Reinvestment Act.

“This is good news on a day Nevada needed it. The One Nevada Transmission Line is an important project that will create more than a thousand good-paying jobs, starting with construction jobs when it breaks ground later this year. I applaud NV Energy and LS Power for working together to reach an agreement that will create jobs, diversify Nevada’s economy, and bring us closer to energy independence. Nevada is blessed with an abundance of clean energy resources and the only way we can take full advantage of them is to create a system that allows us to move that energy from the remote parts of our state where it is developed to the population centers where it is needed. I look forward to working with these two companies in the days and months ahead to break ground and get Nevada working again.”
